AS3000 Electrical Safety Code has made it manditory to earth conductive metal fences and pool fence spigots within 1.25 metres of the pool.  The safety code originally introduced in 2012 has now become mandatory since January 1st, 2019.

Earthing of Pool fence spigots

It has become mandatory in Australia to ensure that swimming pools and spas are surrounded by a suitable fence at least 1200mm (1.20 metres) high that will ensure that unsupervised children cannot get into the pool area.

What these fences have in common is that component parts of these fences are made from metals.

This metal component can be very dangerous if it becomes electrically charged.

Electrical safety for pools and pool fencing apply to all electrical equipment, pool fencing structures, and other fixed conductive material near a pool.

In general, AS3000 states that pool fences having any form of metal components which are situated within 1.25 metres of the pool water’s edge may require connection of an equipotential bond (earthing).

Where items described in this clause are required to be earthed then AS3000 Clause 5.6.2.6.5 further states that conductive fittings attached to the pool such as ladders, diving boards and anything within arm’s reach of the pool edge (1.25 metres per clause 1.4.16) such as conductive fences must be bonded as well.

Otherwise the metal component can become very dangerous if it becomes electrically charged and if a person within the pool touches the electrically charged component, can possibly lead to severe injury or electrocution.

Many pool fences are made from metals such as aluminium or steel, but there is also an increasing demand for an aesthetically more beautiful fence constructed of stainless steel spigots, hinges and latches, with frameless toughened glass, commonly referred to as frameless glass pool fencing.

Equipotential bonding of this type of frameless glass pool fence involves running a continuous underfloor earthing wire, connecting all of the individual stainless steel spigots, and any other stainless steel parts with this continuous wire running under the surface of the tiled floor around the pool to an earthing conductor associated with the electrical circuitry connected to the pool or spa.

Equipotential bonding joins together all the conductive parts in and near the pool, such as the steel reinforcing in the shell, handrails, pool lighting, and fencing, and connects them to an earthing point. This greatly reduces the risk of electric shock should an electrical fault occur.

The installation of an equipotential bond is electrical work and may only be undertaken by a licensed electrical contractor. The specific requirements are outlined in the relevant Australian Standard Wiring Rules (AS3000).
